Overall Purpose of the Position

The Manager Quality & Assurance Testing is responsible for the design, execution, oversight and continuous enhancement of the Financial Crime Quality Assurance and Testing Framework, ensuring that the Bank’s AML/CFT, sanctions and fraud‑related controls are effective, proportionate and compliant with the PMLFTR, FIAU Implementing Procedures and supervisory expectations.

The role provides independent second‑line assurance over the adequacy and effectiveness of financial crime controls, including customer due diligence, ongoing monitoring, transaction monitoring, suspicious transaction reporting, sanctions screening and fraud mitigation mechanisms. The role also ensures timely escalation of material deficiencies and supports continuous control improvement.

 

 

Operational Responsibilities

  •                      Support the Head of FCC in maintaining and enhancing the Financial Crime Quality Assurance and Testing Framework in line with the requirements under the PMLFTR and regulatory expectations. This will be done through the following:

                         Design, maintain and continuously enhance the Financial Crime compliance monitoring plan, covering financial crime risks and by taking into account existing controls and processes acrossall products and services offered by APS Group. The scope is to assess the effectiveness of such controls and identify potential gaps and weaknesses.

                         Prepare clear and well-structured assurance reports, communicate findings and remediation actions to relevant business owners and function heads, and escalate material or recurring issues to Senior Management and the Compliance Committee.

                         Drive and advocate assurance-led recommendations, engaging and influencing business owners and senior stakeholders to secure timely and effective remediation of identified issues.

                         Monitor and validate the progress and resolution of recommendations arising from ongoing testing. Support the enhancements to policies, procedures, systems and controls to strengthen financial crime risk management.

    Assist the Head of FCC by designing and maintaining management information for the Board of Directors and Management.

  • Adapt execution of monitoring plan depending on the regulatory agenda, changes to business and compliance needs.

  • Act as the Risk Champion for all FCC risks identified through testing activities and ongoing monitoring, with accountability for the ownership, maintenance, and periodic review of the FCC risk register to ensure risks are accurately captured, assessed, and tracked to remediation.

Qualifications, Skills & Competencies  

Mandatory

 Skill

  • Enthusiastic, pro-active and self-starter with a drive to deliver high quality monitoring standards.
  • A thorough understanding of Financial Crime risks and controls (Including KYC, Sanctions and Transaction Monitoring)
  • Lateral, creative thinker with good problem solving – The ability and sound confidence to make business critical decisions with a clear understand of when to escalate issues.
  • Excellent planning and priorisation skills.
  • Keen eye for detail.
  • Effective and concise verbal and written communication skills.

 

Experience

  • Significant experience in Financial Crime Compliance
  • Varied business and regulatory experience, the latter acquired via Compliance roles and/ or time with a regulator.

 

 Qualification

  • As a minimal a recognised AML/CFT Certification at MQF5 Level or higher.

 

Desirable

 Skill

  • Demonstrate a good understanding of Banking and Investments.
